Neighborhood, resident, Emily Campbell and also Community activist who has been here, at least since the mid 50's resident of both Hough neighborhood as well as University Circle. And today we want to sit down and we want to talk about to two main issues. One about the gas price. Increase increases in the effects. They're having. And what people can do about those and To about the topic of people power and how and also try and Link those two topics together. So we are in the studio. And would you like to briefly explain to us some of the problems you as well as some of your some of your friends and other people in the neighborhood are having with these gas increases. Well, my problem, my immediate problem is, I usually get my guests feel about the 12th or month and on the PIP program. And if you don't pay it by the 24th, they can cut your gas off. This month, I haven't received a bill. I'm concerned about that. Hmm, and the PIP program is actually could you explain a little bit what the 10% of your earning? Mmm-hmm. And that's how do you get on a program like that? You you signed up they have applications at the libraries and the different centers and you signed up once a year for what and it's hard for people is because like it's easy for me because I get a check. Most people is that people who working spot labor? And your minimum job wages and things. They have a hard time trying to get on that program because they don't, you know, they'll have no, you're right. I get a proof of income letter every year. Mmm-hmm. And all I have to do is send and fill it out and send it. Send it in Worcester proof of income. But when people working on these little piece jobs, mmm, it can't do that because they don't have this. How do you feel papers and things and to take down there and to get on the program? And then even if he is on the program, what they're doing now is this higher gas bill. I can understand going up on the gas, you know, a management like 12 13 dollars or something like that, but $200. And that's what most of the people are doing a talking about 200 dollar gas, bill, like my sister. Where she's paid her bills, no, been over $45 and she got it 180, something dollar, gas bill. Mmm-hmm and old peepers, who've only 15 come have this higher price medical bill to be, you know, people have to pay for the medicine. If you only if your own, if you get Social Security and you get that red and white card Medical Care. Right, you don't get no medicine. You have to pay for your medication. Mmm-hmm. And that's hard for people that I have one friend who's 85 years old and how bill went up her bill went up $200. Wow. She left by herself while she lived with her grandson, but you know, they go up $100 and $200. Somebody's bill. That's ridiculous. Somebody need to find out. At what's going on? They had you to join this other program. They said you had a choice and that way you're supposed to been cheaper. But the few people that I talk to that guy. I don't know the program, which is not another program where I understand. It goes through. I don't understand a lot of things, but to me, it's the same program because, but they, they thought they were going to get They run to it because they thought well they got they said that it would save them. You know, the Gatsby wouldn't be high. So a lot of them did change and the gas bill went up higher. Yo, yo my brother guess be a $400, you know, he was very upset about it, you know, and he changed. He changed. Oh my God, I get water. My friend. They changed. It's not. This can get a little gas bill and they live in a small apartment. And it up upstairs and hot. And, and they got a bill for 260 something dollars. Wow, you know, I, it seems like some of the people changing are actually getting paid build more than the people who start with the same. Come everybody who changed have said that to me. I don't, I don't know if I can see what the difference is. Mmm-hmm right now, it get the same bill. These are when you're. And when you're talking about it, too. Hundred dollar increase in a month. You're also. I mean, a lot of the lot of folks are making less than $1000 a month. Wouldn't you say, you know, a lot of times making it less than a thousand dollar much. Most people's like on a fixed income like myself a few people's might get six or $700 on the Social Security, or SSI. Hmm. But it, most of the people's special one. When they disabled in there because they disabled have some kind of problem. Yeah, when it gets $530, it just went up. So you're talking about nearly 40% of someone's income going, just to pay the gas bill, just to pay the gas bill. Not even to mention the fact that there have to pay their rent. They have to pay, you know, their electricity bill. They had to pay their for their medications if they if they're yeah you need a medic. Sins and these people, some of these peoples have children's take care of. Hmm. They have to feed him, you know, that, you know, like a lot of stuff and I heard something this morning where people's are moving in with each other because they can't pay this gas, bill, and pay rent and stuff. And that's going to cause a lot of problem because I had this in December, the First, I lost to six nieces and nephew and a fire. And there was an accident and everything, but one of the two sisters was one of the sisters that went over with the state, with two other sisters because they got her gas off. Mmm. Now this one sister, she probably didn't have to lose that yourens, mmm. Because she just because of a gas bill. He was in that house. We got your rent. So we're talking about overcrowding life and death real and that's going to start here. Mmm-hmm because in 77 We had a problem with the gas company. I mean the same thing was happening people. They was cutting peoples gas off and people's was dying freezing to death, you know, and then they didn't care. But I'm in my sister-in-law. Well, I had a bill and I was living by myself. I had lived upstairs. I mean, I live downstairs and the upstairs is vacant. They kept sending me this bill for upstairs. It was real high. I went down there and talked to him and told him that was nobody living up there. When nobody using any gas. They sent the gas man out. He came out, he read it. He didn't know what they was talking about because the gas were often. You ask me. What do you want to cut off the power light? Well, I don't want to cause the pilot light, you know, in case I want to use it up there. And I got a gas bill. The gas bill upstairs is higher than the gas bill downstairs, and I can believe this. So I just stopped paying period. It's couldn't talk to use people's. So I just stopped paying period and then when they finally come to cut my gas off, I went out. I talked to him. I says you're not getting my gas off because I've paid too much upstairs already and I have my money for downstairs which at that time had ran up to two hundred and sixty seven dollars, you know, I had the money for downstairs. Not paying you no more for upstairs because I already paid you too much. So, they was gotta cut it off and then my sister-in-law. We goes out there and we sit on their own Amir. We own it, but it got it off at. We wouldn't let them cut it off. Really help the same. We just stop them from cutting it off. They drugged us around all over the street and everything to our clothes off of us. And by that time, the TV people was coming everything. We had all three stations out there. So, I am and they went away for the police and everything went away. If you know, the next day, they came back ready for us with the police department. And they was going to say they arrested me. I got in the car. And I heard the mayor on the phone on the owner police radio. He said very clearly check the female of jail and shoot anybody who intervene. I said, that's the man that giving over this. He didn't say a word and now that was a mayor Ralph perk. Yes, it took me down there and they were said, hold on, that Ivanhoe. I didn't know what they was talking about. When I know he's Boulevard and the gas company and the police department, everybody's waiting down there. I was very scared because of what I heard because I had that was my brother my son and all those people's up there. I didn't know what was going to happen, you know, but so then then when they least the people did get get busy. They call lawyers and got my when I got me down time their head, right? Your lawyers done that, you know, and they couldn't do what they wanted to do. So then we finally got the court. And they suspended the mayor. He was having some big party downstairs. He didn't show up. So they it should. Okay, Force for him that if he didn't show up, you know, I reschedule and they say, if he didn't show up, he wouldn't be treated any different from anybody else. So then they had to do some building, you know, Wheeling it going on. And I always say my lawyer sold me out because he gave in to them with their demands. What they would do in that and everything which was all right, because if they hadn't to volunteer and comfortable but you know, anything could have happened, you know, so I didn't mind that but we got some good things come out of it. That was when they started the March or IAM when they did, they could Them get nobody's gas off into April and they stop cutting peoples gas off. And then this way, it was, it was it was pretty good for a while. And that's when that's how all this other help started with your gas and consumers and their program. They had these different programs to help people's up out. And at first, they just started off with the consumer. If your gas bill was hired go to the consumer and they would pay so much. Much and you had to make arrangements to pay the rest of it. So things got a little better for a while. Sure. Now, let me ask you a quick question. You were noting earlier that before the show that there's a difference because nowadays it's much harder to get a group of people together. But when you were saying that when you were on the actually, you know, sitting Down and holding onto the gas line. So no one could could turn it off. That all your neighbors came out and support and all my neighbors, came back. And the next day, we had people from all over that had. See, you don't TV. People said I didn't even know, you know, and they came down and we made sign. We had picket. Yeah, we was, we was out there. Mmm, and now it's very upsetting because you can't get people's to do things like that because like, my good friend, And Daniel Thompson. I said, Daniel, you going radio with me and you see, I said, I'm going to talk about the gas. Well, at that time, he had been staying with me, but he was in the workhouse and he looked up and he said us on the TV, you know, he's owned it and but people like him as he said that I don't pee. No gas bill, but the person a little bit pay gas bill. Hmm. Yeah, so that's the way people's are if it don't touch them. You know, they don't care, you know, but this gas thing is touching everybody. I mean, they talking about it, but did not do anything about it. Sure. Yeah. When they had to demonstration and tie another week, they should have had lot of people down there, those people tried but they wasn't, you know, you, you got to have some leaders. You got to have some good people like, oh my God. Remember? Oh my Omar. Ali Bey your yes. You got to have L like that that know how to arrange a protest and get people together, you know, get people to come out, you know, but it's hardness we're used to be easier, but you can't get nobody to do next. I remember when they first start talking about the cut in the welfare, sure, at that time. You know, you could get their. People was getting buses and things that go down to Columbus to protest. They could get nobody to go of when they did get some people down there. They was nothing to rains. They didn't get a chance to see nobody or anything. But and I remember people saying to me, I ain't going down there. I went down there with them before and they didn't pay me. Yeah, they want to be paid. Yeah, approaches and and Racine the time when we I don't know if you know that Dawson. Mmm-hmm dead dogs are he was a real good one, you know, he'd get it together, you know, and I remember the time he used to just, we used to just get people together. And if your peoples in this give ourselves a name and go in and demand to see some of these Representatives, but they work for us. Hmm, you know, even the mayor. Sure. And that's why you can't do that. No more. That's a few times. Mirror office as put in jail? Well, its first time I was took the Charity Hospital to the psychiatric ward and that was right after I helped Advance Louis and office and after they wouldn't send me out to see Pi. She said a police car to take me home. So what happened in this particular incident, that that that particular incident, I was dying. They're demanding to see the mayor. Yeah, to. And that's what that's what happening. He she, they got mad and they took me to jail. And then she somebody told her. And she okay had them to come pick me up and take me home. Because of these gas bills and being thrown off welfare. They have had to move. There are some statistics. I think that the county have course, they can't find any of these people and they're not tracking them. But if people are working jobs and trying to hold it together and keep their families together. When all these children are going into foster care there. We're not able to reach them because Because they're just trying to survive. And I just wanted to make that point, but but but Emily's, right? We have to mobilize and we have to get it together. She's right people's. Can't people don't have money now, like they had back then, you know, Like okay, you had it takes. You have to have signs signs made up and you have to have time. People are so busy struggling that they don't have time, and it's hard to get people together to make signs. It's because it costs money to. Mmm-hmm. Yeah, so that's another thing. All right, and it's supposed to actually save you like so much money, but I don't see where it's doing there for us. And, you know, you mentioned about the, the gas prices and all that you have to laugh because when you go to apply for Heap, and I didn't realize it until just a few years ago you They say that they're going to pay a percentage of whatever it is that you all right? Well when they pay their percent chance, fine. And dandy think. Oh, I'm all paid up and that nothing of this is ever going to happen. Right? But it come to find out that whatever you're behind on. Okay, they keep in a computer down there, right? And you still do that. It's like what they call arrears, you're still backed up by so much money. Now, I was shocked because they said, if you get into a turmoil with that the next time around And they will not turn around and put your gas on for you. After that either. I'm like, wow, so it means if you get don't get caught up and you still owe them money down there, even after having the he plan on, then that means they still won't turn it on for you. If you look at your gas bills, they estimate your gas bill for you, right? If they can't get into your basement, do to you not being home or whatever. Am I correct? Yeah. Okay, right. Then, they turn around and they sent us the thing on our bill for Recovery cost of $120. Now. I'm like, I'm awful. I have this. Where are you guys? Not receiving your gift from? Okay, you know, that you have to charge me 120 bucks for that. I'm the one who's using it. You know what I'm saying? If I need, if I needed a gas recovery, at send me some oil, would you? How much is your electricity bill gone out like that? A month for electric power. And then also, you know, when I moved in here, I was charged at 205 dollars for tampering charge. Cleveland Public Power tampering charge, what does that mean? Electric. I was when I first moved in here and and I haven't yet. I've made a complaint. I told him that I don't know anything about it and I just moved in and the lights were on when I moved in. So I'm still trying to recover that money, replace that money that I paid to get my lights on because I have children. I need electric and I need the gas on in my house, you know, right? So with both of the companies, the lecture. They weren't pilot power and they saw how gasps they're both making money off of everybody. Because when we was living on the West Side, illuminating company was very, very cheap. It was only like ten bucks a month, maybe 15 at the most for, for electric awning with that. Illuminating Company. People could maybe choose what what company they want. They would see that everybody probably was switch over to Aluminum Company because aluminum companies a lot. Right? Well, I don't know if that's that's true anymore. But I know they've been going through a major crisis in California because they just so-called deregulated the power and now no one can even get electricity. They're starting to cut everyone off. Power outages. Yeah, so, I mean, this is when I was in on the west side, you know, about a year ago Lumen and Company was very, very cheap. Right? I've never paid a sporty, some dollar electric bill and 256 dollar gas, bill, never I hear you. Well, that's certainly it. See.

I don't know what I'm going to the problem is changing. Now. You see I've had offered on. I've had somebody upstairs my my light bill upstairs is bit like 250. And now that the homeless president, is there some time? My light bill kind of went up to ten dollars, which is reasonable. Yeah. Sure, but now, I am in my light, bill downstairs went up to because he plays my TV a lot. Uh-huh. Uh-huh. So but I did pay my light bill is 40. 41 dollar from from 29 and 31 dollars. Mmm-hmm. But I do have a like they don't have what I have. Sure. You see the different. I have a washing machine. Sure and dry. And I have a well my Praises bigger than that. I have a friends, right? I didn't know how to heat but the illuminating company is usually Fair. If you make a change, you can tell, but the gas company, you know, if I wasn't sure if I was to go out and get and my gas meters on the outside. I was wondering, lucky people's it, got the gas meters. They meet his put on my outside before they decided that they didn't have no money enough money to do the old city. Mmm. So some places people still have to come in to read the meter and if they don't get in they just estimate Right, right. Hey, but mine's outside. But you know, I do believe that if I went away and didn't use nothing, my gas bill will still go up because they are not there. And, you know, that's what people's got to tell them because they are not fair. Sure. There was one thing I want to add quickly. Some people should watch out for this. I know that this is oh by the way, this is Chris Chris dulko collaborator on my last bill was something like four, hundred dollars, outrageous. This is actually do before last and then I recent bill was about $160 and this is estimated. Now, they say the estimate is really low price. Hi Jack. Well now what I hear is there's another price increase coming. So basically what's gonna happen is when they go to the real reading next time. I love you. Now the the solution as my the first lady said that that that misses Emily Campbell and winner of Muriel's. First Citizen Award that the people are going to be ones who actually bring about any kind of suitable justice as far as the gas company. One thing I know is about politics and crouppen was that oftentimes to the party? Oceans subject. The public to what we call a triple jeopardy. Not only were, are we paying these utilities bills and stuff? But we also have supplied, the equipment. In other words, at the water, company needs a path, guess who's gonna guess where the funds come for it. If the gas company, needs particular, certain equipment, just where it comes from, it comes from the taxpayers comes from the citizens of this city. I don't know if people aware that the best You're actually paying the gas bill and you're actually paying to use the equipment that you purchased. Their. Another thing. Is that a lot. I've often found that many many times. It was like going to the Helm of a ship, and there was no one at the helm in every way as we don't have any representative. But real Representatives that are not merely mouth down there in City Hall. In other words. They're so busy decorating over deficit disputes such as even even zones. I mean there are certain areas little things, bother the, they're already know that but there's one is biblical terms. They would, there's falling the same camel. I mean, you know, they're staying in than that they're dealing with their little issues and they're swallowing the whole Camel, one thing that I went back in and I want to end this because I don't want to take up too much of the time because the first lady, I'm sure she has much more to say. Okay, but one thing that I can to make clear to the people that I would want the people to become conscious of the fact that the government needs to people that people don't need the government. Right, you know, up to that and but what I find out recently. Was that? A friend of mine. She's 90 years old. He have these friends have told her that she kept talking to these boys young guys. A mother was on pit and she kept telling him to pay that bill. You better pay that gas beer because you know, if you don't pay that gas bill as I'm after your money, they don't take your house. Hmm, and they just kept not pay any attention and sure enough. That's what happened. You know, when your mother died, they wanted to get they want the money so they they put a lien on the house. Right, right. No, people lot of people don't know. They like family. Think when he paid at 10%, they have been you, but they ain't had nothing. Mmm. They just letting you slide. You know, they nothing off. Like, okay, what would I do, what they do to my sister? And she, she loves it. She gets her, she gets on the peer program. You see, she pays our gas bill. We see when, when they send her back. They say this year, they gave her a hundred fifty dollars. But they went up on the gas beer, but she was glad to get $150 cause he didn't she didn't know have to pay but 20 something dollars this this month. Hmm. But how gasps Bill use. It wasn't over $40 $45, right? Then it went up to a hundred and something dollars. Right? So but she is happy with but you know, what's going to come next month? Hmm, but she's not in there. Whole like I am now are there people who are actually either losing their houses, or let's say if you are senior citizen and you're paying 10% and then you pass away, does the gas company then come in and take your house. What happened to that? Those people that those guys, they might rain, kept trying to encourage them that they wasn't getting way for it. Nothing by lending mother. Use pit, right? It's your own house. Right? Because it wouldn't has came to them. They have to pay that bill. Right? I mean, they're, there is up. There's more than mine. Wow, so it's it's also it's kind of another way of dispossessing whole group of people, you know, lower middle class, people and living in the city who were able to get a hold of a house at one point. And now that real estate is going up as they You know, they're coming in and building these Mansions essentially trying to push poor people out of the city. Yes. I don't know if that happened. Then I don't know if the gas bill go up because I don't know those people as you know, everything those Mansions, but I know that people are not going to be able to pay these gas bills as peepers that they're not going to be able to pay the gas bill. So they're going to start shooting the house with people as you know, right. And then look at the land laws that rent within they pay utility bills. Can you imagine what they're going through? Yeah, you know, they're not going to, you know, like the man said that his gas bill was hard higher than his rent, right? Yeah. Well, I'd like to get back to this question of people power. We were, we were talking about that a little earlier and part of the question. It was raised was why is it that people from the 60s and 70s were much more active. We're in the streets part of the answers that have been provided were maybe that people are now in a much more desperate economic situation and they're less capable of that, but it seems to me that we also need to find ways in which to build that people power. And it also seems to me that if you look at what, What you are doing, it doesn't really take money necessarily to go out and block them from turning off your gas and realistically it's not that much money to go out and support a neighbor Dana. So, okay, looks like with that. It looks like we have a ton of calls. We're going to go to the calls real quick. But I feel that landlord's property owners are the people who should be going down because this is definite gouging and to going to the feds and the state that there have to be guidelines. So then I am not that familiar with rules. But I think this this has to be an antitrust at least issue and and Washington is certainly ignoring it and so are the states, in fact, Practice coming here to say. He's going to give people money, which is that that's giving our money again, Gustav private Enterprises, which I am against and I think there's going to be a rally down there of a protest against his doing that to sometime today or tomorrow. Some of that power can make a serious difference, whether that be picketing, whether that Resisting having your gas turned off, or coming out to help your neighbors who are having their guests turned off, or helping your neighbors, get their guests turn back on. Those are all all forms of people power. Yes, but you can be one person as long as you know, what you're doing the, you know, I used to do a lot of things by myself, you know, like I I stopped there. It was picking pay, and only 86, and you click. And I went out on a limb because the people of his own welfare. It was only a big store in the neighborhood. And they'd have to end. The program allows you the opportunity to choose a supplier to supply, your natural gas maintained for the I thought East, Ohio gas was the people who brought us our gas mounts energy. You know, I had to laugh this too because here they're Affiliated right with other group. Energy companies, some for energy trading, and sempra Energy, Solutions. They're all from San Diego, and California, Gas, nose and bad. A good one. You would think about that seeing how they're having problems with their electric out there, right? These companies. He said together with their Affiliates provide natural gas, and electricity that are over seven million. Homes and businesses throughout North America here and energy America's natural. He had it with these Doha gas company. None of them is another good one supposed to lock in your places. That's it with this. Assay it, it says it offers you the opportunity to save money and lock in the price, you pay for your natural gas, your gas prices, guaranteed not to increase throughout October 31st, the 2005, the gas commodity portion of your bill represents approximately two-thirds of your Total gas bill. There are several of them. And that they are being a basically being under their being deregulated, and they're increasing their profits. Basically, at the expense of people who are using this, you know, people in the city, people all over the city, but the people who can least afford it are having to see their gas bills double and sometimes even triple. I really like for people to come out and I really like to get something going on, you know with it get them just like you you made a good point.
