This is Dan Conner. I'm here in studio with Ralph Williams Pack & Co collaborator, Chris dull Today Show. We are going to be speaking with Ralph. He is a person I met on Public Square and is a person who actually knows quite a bit about the history of Evelyn some of the changes that have occurred within this city, maybe perhaps, one of the conversations I had with him. We were talking about some of his recent experiences though before we go back into the history, some of his recent histories working through some of the temporary agencies. I'm wondering if you might be able to share a little with us about those experiences Ralph. Well, then I'd heard the guys at the free meals and I'd seen him on the church rather that the different Church meals. And I'm seeing them on the streets, how they were having so much difficulty finding a place to live. And I thought a lot of it was just talking that. But one incident really pointed out to me that it was for real one day. Although, because I get Social Security. I had my own place. And so I really didn't know the severity of it. One day. I worked at, Atlas Metal in Lorraine and 1/3, and the van from American took us out. And on the Back after the act of the day's work and it was a brutal hard day. The driver was asking these guys and these were men who had worked all day and they've been working regularly there or they wanted off. And I thought it first said it was at their homes, the buildings of where they stayed, but they'd all selected during the, the different bridges that we pass. They all had their own site or their own sleeping bag where they were staying, and this is really all they can afford. Because today, not only do you have to To have the first month's rent. You also have to have the equivalent of that first month's rent. In a security deposit in short. You have to have the about 600 bucks to get a place and are going back, and these are men that work regularly, and they can't afford a place. And I recall, Dan mentioned, the the history of Cleveland. I've been, including since 1945. And at one time, a guy could be a dishwasher. He could have his own apartment or any other menial job low-paying job. He can, he can have his own apartment, his own room and stay drunk half the time. There was really even extra money for extracurricular things. Sure, Aunt now. Did you, you were saying you came into Cleveland back in 1948 or something? Yes. So you've been here quite a quite a long time and we're just, just to give them some background. Some of our listeners. Could you tell us specifically, you know, which neighborhoods in areas that you did grow up in, are in Cleveland that you've been living. In most, right, right? About six blocks down from Playhouse Square, which and that whole area at one time, that, that whole area was loaded with, with cheap hotels apartment. You could you could leave, you can leave one place in the morning and you can find another that night. There were so many that the tenant was the boss today. The landlord's have restrictions. You got to have references, you got to have security deposits. They have character checks. It is nearly him. Nearly. Possible for a reason. We pour earning minimum wage. It is nearly impossible to find any affordable housing. And oh, yeah, something else is an about flophouses, always told the story about my micro echoed. The Chicago Tribune, a column was he was at a party one night and some young just was in Chicago. And some young young woman said. Well, isn't it real nice that they've torn down all the Flop houses and you know, renovated the city and Mike told her father tells us were the greatest thing that ever happened to poor guys. Non downtown Cleveland on on ball over Road near the Old Market at one time there. I recalled the arch Hotel real well. Now they had bunks. Usually they'd have netting in between them 50 cents a night. Anybody on the streets, could pick up fifty cents with a Tin Cup or whatever. Just if he knew no one, no one was homeless in those days in those days. See Because there was so many cheap places that you can afford, even the better ones were about three dollars a night. I was a night clerk at the at the Grand Hotel on 18th and and Prospect for four years. I made a buck a night and I got my room for the room, was about 50 bucks and the better rooms are 50 bucks, is 50 bucks a month. Oh, 50 bucks a month. Y'all 50 bucks a month and Room rooms with showers and your own hot plate or three dollars a night. And the grand has been been torn down along with the other and that was a real Haven for all see. There was a grand, the Empire, The Wilson there about six very inexpensive. Hotels were guys, that worked at all different types of jobs and some that didn't work state. And they've all been torn down for the convocation center. And there's a few upscale coffee houses near there. That not knowing that no one who lives in the area, can afford to afford to frequent. Sure. And could now yeah, Dad. And so we're there, where there wasn't there another area to like over. Where was that over by East 18th or 19th Street? 819 19th Street between pain and pain in Euclid up that was close to the old police station, uh a convenient. Location. There are about at least 30 and I really didn't appreciate those places at the time. I didn't know how good us guys. Had it at the time. There were there were at least 30 really inexpensive of the Parmley. The Good, The King Edward. There were, there were so many of those those those play. As I said the tenant. What was it was the boss of the time. You could tell a landlord off and and, and, and go to another Cheap place that that night. There really was. No worry. I can't recall. I really can't recall the first time that I saw guys that because of necessity there were a few guys have just about because if they get too drunk or something would sleep out and an ally but no one because they had to slip out then and that's the road. We always say to where the homeless come from. That the homeless Kanan can't afford a room now. Hmm. That's yeah. Now just out of curiosity. Do you? You are saying, you can't really remember, do you have a sense of when things really started changing where you first started seeing people sleeping out on the street? Out of necessity. A lot of it was when they began rebuilding. I think the greatest years work leaving with the years when Dennis percentage was mayor, when the city was supposed to be bankrupt in those and supposedly ago when it began going upscale and now downtown around 9th, where the old the Rocks Eber Ask there yet. There was a real inexpensive Hotel. There. There was a hotel upstairs. And that was where the Coney Island was at the Coney Island restaurant. And, and all those at one time. Downtown. Cleveland was a fantastic place for guys, of moderate, income are below, moderate income. And today, of course, downtown are nothing. But there was a skyscraper Office Buildings and exclusive restaurants that no one can afford downtown has really been been. Priced out of sight for most people, sure. He sure. The did the Gateway Stadium to take take, take a toll on some of the, some of those places on ball of our Gateway Tucker. Toll, in several ways. First gateway was paid for by raising the taxes on a beer and cigarettes. So now that was the thing. One thing that originally got me because of that cheap beer me to became expensive beer and also, They wanted to make a downtown. Look, real phone has photogenic and and make it look real clean. So they cleared out all the old hotels and all the places that were frequent and by the poor guys. So the win the well to do chores from Toronto or wherever came in. They wouldn't see all that. They wanted to create a complete and I don't know where the plans were originally made, but they wanted to create a complete new image for downtown Cleveland of people, ever one, ever one. Prosperous everyone doing Real well, so they really made a sweep on all the the poor people there. And so they got you both. Now actually that that raises an interesting interesting point a lot of people, you know people who aren't necessarily in the know and maybe some who are even in the know of what the situation is today will tell you that one of the major causes of homelessness is drugs and alcohol use, but it seems Me what you're saying is that I'm partly from experience. Is that back in the 50s 60s and 70s, even the folks who were down and out who were alcohol alcoholics, or who drank a lot, still had a decent place with a shelter and a little bit of dignity left to them. Is that does that sound accurate? Dave? That was one of the great dad, that was one of the great leading questions because I see the same guys. Now that yours are gold you sir. Will we all drink just as much? Then and yet, everybody had a place that had a place to stay. You see the same guys today? And this is something else. If you get a place today, you're almost your honors attention because you're so afraid that you can't get another one that it may. It's almost like you you are homeless and if it's all the same guy that there were there was at least as much. Drinking and probably even more than. And yet, everybody everybody had a place to place to stay then and the same guys today are without homes. So the guys who were drinking a lot. First of all, lost their places to say stay and second of all paid for the Gateway Stadium. And it doesn't set. Well, if I don't share for the Indians that much anymore. And I used to be a real Indian fan, that's why one. Of the reasons. Sure sure. Wow. That's well. Do you want to try and jump in here and ask you a question here? Yeah, Ralph you're talking about how people who you know nowadays if they get off the And get a house, they built, they save enough. Money to make a deposit and get an apartment. You said it was almost like being homeless anyway, because you're continually under that pressure. That good. God, I've got to I got to pay more rent now and if the slightest infraction and landlords today, they set it's almost like becoming a member. I don't know what of the Federal Reserve board is something they that. At one time you simply went in, put your money down and you had a place and today and and the landlords can really call the shots. They can put Unrealistic demands or if anybody it's, it's very nearly. It keeps everybody. Continually under tension, and Dan mentioned, the dignity. Stripped, you of all that because the landlords are the bosses now they can, they can really call the shots. Yeah. That's actually. That's actually interesting. I think that's something most of us who are currently living in homes, or paying rent, or even paying mortgage. Don't really consider. That there's there's a lot of ways that the same things that have created homelessness. In fact, are impacting those who are still struggling to hold on in their homes and making it a lot more difficult to do. So you would you agree with that. I mean, I guess that's basically what you just said, so, oh, yeah and and talking about home. I know I know a few like talking about the city building up and putting on the big, I know some poor people that At their parents left from their home of that over in the Tremont area and in the highest city area and because so many of the developers are coming in and they're putting up those 250,000 300,000 dollar home, the poor people that can't afford the expensive. Repairs are happened to their have to put that and the taxes are going up and, and they're having to have more expensive repairs that they really can't afford it. One time. When was primarily older low, lower income ethnics there. There wasn't all All that pressure on them. And now the inspectors are there very very often and sometimes you have to have City approved. Hello. Hello. Oh, yes, I think we are back on the air. I wow. Okay. Well, it looks like maybe some secret powers that be maybe trying to sabotage us. But we did have a little bit of a technical difficulty. I appreciate all of you out there who we can count that as a warning process. Hahaha. We are back though. You can't get rid of us. That easily. When we kind of had that? Yes Interruption. Yes. And again, I don't want to just be a defender of poverty stricken drugs, but there really are the new people that Gentry that I moved into the highest city and the Tremont area for a lot of the poor guys that have that were run out of downtown, Cleveland now live. They and the police of course, do whatever these people. People say, and they run sweeps at one time, especially in warm weather. And I'm done it a million times and warm weather, you know, you could get a beer and just walk out and you can set one of the parks and drink it on a cold night. If that is, if you want to cause any commotion now, and I'm sure, this has never been challenged by the ACLU or anyone, the unopened container law, that they've got that, they'll grab anybody that they see outside or any of the guys Alex put, because, as I said, they want to give that. That impression that Cleveland is really on the upswing that That nothing but prosperous well-to-do well-behaved. People living in Cleveland, and the, the police are abetting them in this. There are so all the way I can just see just continue. There's more and more pressure on on poor. People in Cleveland as more. And more of the people will do people from the from the burbs come back in. And they they're the ones who really are rule Cleveland. Now, I wonder I wonder if you could give us some of your thoughts, you were actually in these in living over in what they call Now, call the Inner Belt that Inner Belt area long before, there was even an inner belt. I wonder if you could tell us a little bit about kind of your, your perception from living in the work. Class community, that that will occur. Where did you? Where were you going up, again? Could you 17th Street St. Clair Avenue, right? And could you give us maybe a sense of how that was transformed by some of the highway construction and the how that led into some of the development of the suburbs and the Suburban mentality that you're talking about. Well, the the freeways really destroyed that nearly all the working class neighborhoods in Cleveland and also it gave a and this is something I don't understand how the taxes are paid on. All that is a little bit like a pea. Next round your beer to have the Stadium built and having your place vote down. While the taxpayer has to pay for the construction of the freeway that's turned down his home and that provides an exodus for the people who are leaving the city. And the more people that The city and they really did just to leave a lot of the people who a lot of people will really love the city that could get out, but that did leave more, and it destroyed that mix of at one time than the working class neighborhood. There were all a lot of people who didn't drink a lot of, you know, real so Priscilla and that the majority of them went to the suburbs. And of course, that that does that, that took their, that the taxes and everything else out of the city. And then later, when many of them lived in the suburbs for years, when they decided to come back then when they came back and bought up the places, then that they priced out the ones that have done well in the suburbs, then they priced out all the real poor guys. They tore down, the had the old housing tore down, the old hotels tour down. And so, it just seems like a never-ending cycle of, of fewer and fewer less, and less affordable. Will housing, mmm that I guess. That's a concept that some people term gentrification. Yeah, yesterday. Mm-hmm. That's, you know, that's, that's a actually one of the other things I wanted to get at to we were we were talking about some of the work and the conditions of Labor. And I wonder if maybe You wanted talk about some of some of you at least from your personal perspective, growing up throughout the 30s, 40s are an art of the mostly, the 40s, 50s and 60s, and 70s, your personal relationship to work. And how that, some of those workplace changes may have affected this. Well, about the conditions of Labour, the, the atlas, the, the Atlas Metal. Pointed something else out to me years ago, when I used to work on different Union, shops and all that, usually all several minutes at least several minutes, or maybe quite a bit, depending on the guys, you were working with and what the relations between the union and the company were several minutes or a, half an hour before before a launch. Our guys will start gathering at the water fountain or hit at the locker room and especially before. For you punched out. Everyone would start slowing down for a pretty good period again, depending on how long you'd been there and your relations with everybody else and it went. But at that, Atlas, Atlas Steel, I never saw it. Sorry. Anything like it, right up to the miniature to the minute. You went went went for lunch and the lunch was short. You had to work right to the minute. And there were no breaks. There were no cigarette, there were, and if you do, In Union there. Well, you've just arrived and I don't even hear on this is what troubles me, more and more. Most of the younger people. I don't hear him complaining but nobody even talks about forming a union anymore at one time. If if two guys have two guys were sleeping or sweeping a floor and a restaurant together, one would say, hey, we got to go on strike. What we got a form, a union that that mentality was ever worth at the that the working guys are going to stick together that they were going to form a union. They weren't going to take it at to me. Say it today. It, I really get that feeling because I still go around the temple office, that nobody complains and guys go in there. Another something else about the working condition side, Dan that a lot of people don't appreciate. It isn't just the hours that you put in. On those temps temps jobs. It isn't the hours that you put in on the job itself. You usually have to get there, at least two or three hours before the hiring before before, the actual hiring takes play, and sometimes even longer and sometimes Times you can go in there and hang around all day long. You can put in 12 or 14 hours in one of those ten places and still not get out and it's almost just the guys that really go along with them and do whatever they say. And is there a regular that get the regular tickets that work real regularly? So it really almost becomes a. I think especially someone that don't have a play some very nearly living in those attempt offices. Wow, they were very nearly do and it just takes a tall man. It just almost takes her. Your whole your whole life. Well, maybe this will give us an interesting little break. We are going to come back though. We are going to actually play a song that I'll ask Ralph to introduce for us. I didn't catch your name or your guests name. I just wanted to thank both you guys for having this show. What my question is is to the, to your guess. Is he familiar with a particular sociologist, who introduced a theory called structural functionalism? And structural functionalism a society structural functionalism focuses on the elements that allows a system to work. And it appears to me that and capital and this capitalistic Society, there needs to be a certain percentage of poverty, and a certain percentage of crime and a certain percentage of sicknesses and so forth. And other words, the people at the top wouldn't Of these. These big money paying jobs as if it weren't for these underlying illness that caused the system to be in place. Oh, I agree with you all the way. Mr. Davis because supposedly helping the poor can be one of the most prosperous as well. The prison the prison complex now you hear me? Hello. Oh, mr. Davis, he's actually not on. You can keep talking, you can keep Taco idiot. That is the present, the prison complex. Supposedly, not close, more money is being put into prison construction and that makes all the money for the different construction companies. And, and, and that, and Okay. Alright. We are having a little bit of a difficulty here, a little bit of feedback off and on, but I think if you try again will be, will be okay. Okay. Go ahead. Ralph. Well, the the prison complex is a greatest greatest example of how through the misfortunes of others. The people at the top are earning are getting rich and also that the the to the, to wealthiest counties in America per capita are see, Alexandria, and another County very We're close to Washington. And these are people who supposedly are there to solve our problems and are making money by continuing the the problems. Sure. And it seems to me that perhaps one of the things we could add add to what you just said. I mean it's important to keep in mind that as you're talking about the increasing difficulty of people who are working class as, as all of us, know those are who are in positions of power. We are seeing the most, you know, extremely good times that they're making huge amounts of money. We have Wall Street, you know, reaching record levels, although it's highly unstable and these past several months, but I think, I think what we could deduce especially from what the caller was saying, is that they're not disconnected. That. In fact, the success of the economy. Perhaps is quite in a related to some of the problems that You're talking about Ralph that people who are on the jobs are having to work, you know, outrageous numbers of hours that are getting paid a lot less or having to have a major deterioration in their housing conditions. So it does seem that that in addition to, you know, in addition to the prison, not rise of the prison industry, which is also I think, as you pointed out, quite interconnected to this, and I think probably another thing and I think the caller mr. Davis. He was referring to this in a way when people are so desperate, just for the Bare Essentials, to get a place to live and all that, then they aren't going to vote. The aren't going to get to organize politically. They are too desperate. It. It's always been the middle class at a broad belt social change. And now there are so many people in America that are that are up against it. They're always talking about the low rate of voting that and when you're really desperate about the next meal or the place you're going to sleep now. You aren't, you aren't going to be your aren't going to inform yourself about what the the ones on top are doing. And you really aren't going to take and you're almost there prisoner, because you've got to do what they want just to survive. So that's probably another motive for the reasons. No matter where you go. Like it one time guys. Guys from Cleveland. There were broken, say I'm going to Chicago or Detroit or somewhere. Today a guy in Cleveland. Their mobility and the freedoms been destroyed. Because they know that if we get, if they go to Chicago or Detroit during there isn't going to be there, isn't going to be any cheap housing. And anybody, anybody that has a roof over their head is afraid to move today. So the old like a woody, the wandering Minstrel, and the one. That's that's another type of thing. That's almost completely dead. Now, you're almost immobilized and tied down to To one spot. It really doesn't. And and then talking about for about the globalization, this may cause the next War, if we have another word because the workers in Europe are being destroyed by by globalization and they may they may Rebel up against and it is primarily an American Capital. I think that that that's doing it, we're going to destroy the America, the, the German Workers and and this may be because of the next War. You you raised the issue of Chief Wahoo, and how that is interconnected with a Gateway. And we were just talking about the fact about how it's much more difficult even within the borders of the United States. I think there are a lot of important issues about the restrictions of the movement of Labor across borders, but here again, as Ralph Williams packed as pointed out. The, the movement of the Border within the Border has been severely restricted. Now, Danny, you came up with a reason, a reason for it that I wouldn't wouldn't have thought about it. This may be a way to prevent unionization and all that because they have so many guys that are so desperate to just to make enough to work a dead at minimum wage that to get enough for that room for the night or to get a meal for the night. Right. And there's so many guys tied down with no Mobility. No Freedom. That they can't, they can't move and gather. And they and they had, they have no freedom to move now. And if they're, if they're called wandering around at, the cops will run a sweep on him and I really hadn't thought it. This may be the reason why we don't why the union movements are failing? Yeah. But so many people have been separated from each other because of their economic status and because of the distances between you or they live that that they really have no feeling at all or rather. Turnout is a We don't feel the world part of one of one fate that we're that. We're all our own. And what happens to other people doesn't matter. So we don't I can recall when guys you years ago in my youth guys. What would fight over an election? Even a working class at all, you're going to vote for this guy that they would become inflamed and would they were ready to go to war or battle the anybody? They take it very seriously and there are so many reasons. But as you said, it's because you feel it's control, the people with more money, some complacency some because we've we've completely lost that feeling of community, almost in America. It seems you either have to be rich enough to afford an expensive campaign with all the advertisements and such and paying a staff or you have to sell out to the rich to get the money from corporate interests political action, committee, special interest Etc. So It seems like we're currently stuck. We have the Democrats and Republicans both locally and nationally wanting to maintain their Monopoly in power by maintaining a system where big money play such a role. And although the incumbent politicians and various levels of government, when asked may say they favor campaign Finance reform, but for years and years, they've been actually styling and blocking any kind of meaningful campaign. Ants reform. So you still have a situation where the politicians where they're independently wealthier willing to sell out to the wealthy, have the big advantage in running for office. You look locally, mayor, white last time you ran for office. I believe you raise at least a million dollars mainly from downtown corporate business interests. So, you know, as long as you have that root problem of the political system being overly controlled by the wealthy know, buying off their pup, but politicians who in turn do their bidding to stay in office, you know, the public is going to suffer because on just about any major issue, bit Public Health, Medical Care, environment tax reform, the legal justice system, which favors the rich because if you cannot afford a good lawyer, you're at a disadvantage. You cannot buy Justice. I mean, there's so many major issues impacting the public where the root cause is the politicians and government are sought out to the rich because that's who fun. Election campaigns. All right, big money problem is addressed. And if not solved at least greatly reduced. We're going to have a continuing problem with a multitude of public issues adversely affecting the public because the politicians continue to be sold out to the Wi-Fi. Okay. Actually, I'm going to have to excuse me. I that's a very good point. The only reason I'm jumping in here isn't because I disagree with you just because We're getting towards the top of the hour.
